Regulates the situation of campsite and caravan users and caravan service areas.
Caravan users, campers and campground users have 5 working days to get to their usual place of residence.

On 18 March 2020 a state of emergency was declared in Portugal by Presidential Decree No 14-A/2020 of 18 March 2020.
The World Health Organisation had put into perspective the current situation of a public health emergency caused by the epidemic of COVID-19 disease, which makes it imperative that measures be taken to ensure the treatment of that disease, by means of a regime appropriate to the reality of the situation and allowing exceptional and temporary measures to be taken in response to the epidemic.
The current exceptional situation and the proliferation of registered cases of COVID-19 infection require the implementation of exceptional and urgent measures to restrict rights and freedoms, in particular as regards the right to free movement and economic freedoms, in cooperation with the European authorities, in order to prevent the transmission of the virus.
In fact, Decree No 2-A/2020 of 20 March declared a state of emergency, Decree No 14-A/2020 of the President of the Republic of 18 March, which provides for the necessary, appropriate and necessary measures to restrict proportionately certain rights in order to save the greater good, namely public health and the lives of all Portuguese people.
Considering that Decree No 2-A/2020 of 20 March determines the closure of the camping and caravan parks and of the service areas for motor caravans as from 22 March 2020 at 00:00 hours, in accordance with the combined provisions of Article 7, Annex ii-33 and Annex i-1
from 22 March 2020 at 00:00 a.m. it shall be prohibited to enter camping, caravan and motor home sites;
It is necessary to allow a reasonable period of time for users of camping sites and caravan sites and users of motorhome service areas to organise an orderly and quiet exit from these facilities, sites and installations.
Taking into account that at the time of the declaration of the state of emergency by Presidential Decree no. 14-A/2020 of March 18th, some camping and caravaning parks may have users who are permanently living and in a situation of fragility due to the lack of their own accommodation;
Whereas Article 12(b)(2) of Decree No 2-A/2020 of 20 March authorises the Member of the Government responsible for the economic area to authorise the provision of services in addition to those provided for in Annex ii to the abovementioned diploma, which will prove to be essential as the current situation develops
I hereby determine, within the framework of the competence conferred on me by the Minister of State for the Economy and the Digital Transition, pursuant to Decree No 3546/2020
1 – The organisation of an orderly and peaceful departure of users of campsites and caravans and users of motorhome service areas must be made within five working days of the date of publication of this Regulation.
2 – Camp site and caravan users who are permanently resident in these tourist establishments at the time of the declaration of the state of emergency by Presidential Decree no. 14-A/2020 of March 18th may remain in these tourist establishments to ensure the response to housing needs.
3 – In the situation referred to in the previous paragraph, the operators of the campsites and caravans are obliged to guarantee a minimum level of services in the fields of electricity, water, safety of persons and goods, and the treatment of solid urban waste.
4 – Restaurant and beverage services are not included in the minimum services mentioned in the previous paragraph.
5 – In the situation referred to in paragraph 2 of this decree, the operators of campsites and caravan sites are obliged to comply with the safety and hygiene rules as laid down in Decree no. 2-A/2020 of 20 March, which implements the declaration of state of emergency by Presidential Decree no. 14-A/2020 of 18 March, with the necessary adaptations.
6 – In the situation referred to in paragraph 2 of this article, users are obliged to comply with all the obligations laid down in Decree No. 2-A/2020 of 20 March, which implements the declaration of a state of emergency by Decree of the President of the Republic No. 14-A/2020 of 18 March.
7 – This decree comes into force on the day of its publication.
